You are hereby summoned to attend a Meeting of the Parish Council to be held on

Tuesday 11 January 2005 in the Village Hall at 7.30 pm

for the purpose of transacting the following business:

 

A G E N D A

 

1.             To receive apologies for absence

 

2.             To receive any declarations of interest

 

3.             CCC Parish Paths Partnership Scheme.  The Chairman will welcome

Mr S Tabbitt, Parish Paths Liaison Officer. 

Consider participation in 2005/6 scheme.

 

4.             To consider issues regarding speeding vehicles through the village.  The Chairman will open the meeting to allow public to speak for up to 15 minutes.

 

5.             To approve and sign the minutes of the meeting held on 16 December 2004

 

6.             Matters arising from previous minutes (for information only)

 

7.             To consider planning applications:

a)     None received to-date.  Supplementary agenda item will be issued if application(s) received prior to meeting.

b)    Chairman to report on outcome of planning application for erection of signboard for Kings of Witcham at Witcham Toll.

c)     To note ECDC consent for change of use from part residential garden to car parking for existing village hall and recreation ground facilities, rear 2 Martins Lane

 

8.             To consider quotations for replacement mowers.

 

9.             Recreation Ground:

                a)    Groundsman review – report DKS

                b)    To consider quotation for grasscutting at recreation ground 2005

b)    To receive any maintenance and equipment reports. DJS

 

10.           Village Hall Facilities:

a)     Exchange of land – 2 Martins Lane.  To receive up-date on current advice from NALC/CALC, ECDC, auditors, solicitors, to note release of covenant and consent to change use of garden etc.  To make decision on next course of action.

b)    To receive draft plans for application for dwelling 2 Martins Lane – for information

 

11.           To receive East Cambs and Fenland Primary Care Trust Annual Report of the Director of Public Health 2004 and circulate to Councillors for information

 

12            ECDC refuse collection and recycling – pilot villages required for switch to alternating fortnightly collections of black and green sacks

 

13.           CCC Public Byways (BOATS) – comments sought on use and maintenance of droves by agricultural and recreational drivers of 4-wheeled drive vehicles – Coveney, Witcham, Haddenham, Wilburton and Wentworth.

 

14.           CCC East of England Plan – Public Consultation – circulated to Councillors

 

15.           Cambs & Peterborough Fire Authority – Budget 2005/6 Consultation – opportunity to comment

 

16.           ECDC offer of training for Parish Councils – Registers of Interest, Gifts & Hospitality, and Declarations of Interests.  Dates to be agreed.

 

17.           To note reports of any meetings attended by Councillors          

 

18.           To note reports of street lights and highways requiring maintenance

 

19.           Finance

                a)   To received up-date on audit of 2003/4 accounts

                b)    To review progress on amending bank signatories

                c)    To receive quarterly finance report (to follow)

                d)    To approve the following payments (attached)

                e)    To record the following receipts (attached)
